If you've lived in PA for the past 10 consecutive years, you have to complete the volunteer affidavit form linked here.

If you have lived in another state within the past 10 years you will have to complete a more complex FBI clearance process which includes fingerprinting.  You will need to register for an appointment to be fingerprinted.  This can be done in one of the two following ways:
